Internet speeds what do you get ?

Well I can't download much or anything else really ,my ISP clocked up a new low tonight ........

Well you might be soon ,seems there might be a congestion problem during peak periods ,too many new bloody connections and not enough $$ spent on infrastructure ?? ..
Congestion is my ISP's excuse anyway ,circumstances beyond their control ..............Freckin Government wants to spend 43 billion or so on giving cities 100mbps internet and I cant even get 1mbps
